Lockdown Procedures
In the event of a situation requiring the “lockdown” of the entire campus, or a specific portion thereof, a lockdown directive will be disseminated through the OU Emergency Alerts Notification System.
Upon receiving a lockdown directive, the following general guidelines shall be followed unless otherwise specified in the lockdown directive:
All interior doors and rooms of all buildings and facilities shall be locked.
Exterior doors of all buildings and facilities covered by the lockdown directive (including all East Campus facilities) shall be locked, with the exception of buildings specifically designated as “academic buildings”.
Generally, exterior doors of “academic buildings” (with the exception of the Lowry Early Childhood Education Center and Kresge Library) will remain unlocked to provide a place of refuge for members of the campus community who may be outdoors when the lockdown directive is issued.
However, depending on the specific nature of the event or emergency, it is possible that a complete lockdown of all buildings, including exterior doors of academic buildings, may be ordered. In such an event, Facilities Management is responsible for ensuring custodial staff accomplish the directive.
During any lockdown process, occupants should be advised to:
- remain calm and quiet
- stay away from windows and doors
- not enter building corridors
- close window treatments
- turn off lights, computer monitors, televisions and radios
- turn cell phones to vibrate and refrain from using telephones except for emergency notification to the OUPD at (248) 370-3331
- assist persons with disabilities who may be in need
Remain in the room/building, even if a fire alarm has been activated, unless:
- an “all clear” message has been disseminated through the University’s Emergency Notification System
- occupants are in imminent danger
- occupants have first-hand knowledge of a fire that is an imminent threat
- advised to leave by a uniformed emergency first responder (police, fire, etc.)
No one should attempt to physically restrain any person who insists upon leaving a locked down room or facility.
Upon receiving a lockdown directive through one or more of the methods comprising the OU Emergency Alerts Notification System, the following procedures for all academic/classroom buildings will be implemented:
General Guidelines
Faculty should lock all classroom doors and faculty and students should remain in their classrooms.
Note: All faculty are issued a classroom key which locks/unlocks all classrooms. If faculty do not have this key, they should contact their Dean's office.
Generally, the exterior doors to all academic buildings (with the exception of the Lowry Early Childhood Education Center and Kresge Library) will remain un-locked. This is to provide an opportunity to seek shelter and safety for students, faculty, and staff who may find themselves outdoors when an emergency is declared.
However, depending on the specific nature of the event or emergency, it is possible that a complete lockdown of all buildings, including exterior doors of academic buildings, may be ordered. In such an event, Facilities Management is responsible for ensuring custodial staff accomplishes the directive.
The exterior doors to the Lowry Early Childhood Education Center and Kresge Library shall remain locked.
Normal classroom activities should cease.
People in hallways should seek shelter in the nearest room.
During any lock down process, occupants should be advised to:
- remain calm and quiet
- stay away from windows and doors
- not enter building corridors
- close window treatments
- turn off lights, computer monitors, televisions and radios
- turn cell phones to vibrate and refrain from using telephones except for emergency notification to the OUPD at (248) 370-3331
- assist persons with disabilities who may be in need

Athletics Department Staff - Duties and Responsibilities
Place staff members near exit areas (but out of sight from the exterior of the building) of the 1st floor to ask occupants to remain in the building.
Lockdown Directives Issued During Normal Business Hours
All Athletics Staff will be notified that a lockdown directive has been issued and established protocol shall be followed. Staff should not attempt to leave the building.
Protocol:
- All outside entrance doors will be locked
- All shared doors with Campus Recreation will remain locked
Lock Down Directives Issued During Special Events (Varsity or Outside Rental)
Athletics Staff and guests will be notified in person or by the O’Rena PA System that a lockdown directive has been issued. The notification will include an announcement of all of the General Guidelines listed above.
Protocol:
- Same protocol as above shall be followed
- In addition, and unless otherwise directed, all Athletics Staff and/or guests shall remain inside the area of use (O’Rena, Natatorium, etc.)
Lockdown Directive Issued During an Outdoor Event (Varsity or Outside Rental)
All activity will be stopped and Athletics Staff and/or guests shall seek shelter via the SE O’Rena emergency exit door that opens at the ground level of Campus Recreation. An Athletics Staff member inside the building will open the door from the inside.
Upon receiving a lockdown directive through one or more of the methods comprising the OU Emergency Alerts Notification System, the following procedures will be implemented:
General Guidelines
All exterior doors of the incubator facility and the Shotwell Gustafson Pavilion shall be locked and secured.
During any lock down process, occupants should be advised to:
- remain calm and quiet
- stay away from windows and doors
- not enter building corridors
- close window treatments
- turn off lights, computer monitors, televisions and radios
- turn cell phones to vibrate and refrain from using telephones except for emergency notification to the OUPD at (248) 370-3331
- assist persons with disabilities who may be in need
Remain in the room/building, even if a fire alarm has been activated, unless:
- an “all clear” message has been disseminated through the University’s Emergency Notification System
- occupants are in imminent danger
- occupants have first hand knowledge of a fire that is an imminent threat

Student workers within the building should take cover following the same procedures identified above.
OU Incubator Staff - Duties and Responsibilities
All staff will be notified by the Executive Director or the Operations Manager using cell phones, text messaging, email, voicemail or in person. Additionally, all tenant client companies are to designate a captain that will be notified by the same.
Directives will be given to verify that all exterior and interior facility doors are secured. More specifically, the main entrance on the north of the facility, the east courtyard door, the west locker room door, the access to the pavilion in the restroom area as well as room 119, and the exterior door to room 125.
All tenant client employees and OU INCubator staff are to immediately proceed to staff office, Room 108 (this is the room directly across from the IRC room) and gather in the former showering area.
Upon resolution of the emergency lock down situation, an “all clear” code will be communicated to all tenants and staff.
Upon receiving a lockdown directive through one or more of the methods comprising the OU Emergency Alerts Notification System, the following procedures will be implemented:

Campus Recreation Staff - Duties and Responsibilities
Recreation Center Building
- Stop all activities in the building.
- Vacate the Fitness Center, Recreation Gym and Main Office area. Patrons will be advised to move into the lower level hallway(s).
- Vacate the Aquatic Center and advise patrons to move into the locker rooms.
- Place staff members near exit areas (but out of sight from the exterior of the building) of the 1st floor to ask patrons to remain in the Recreation Center.
Recreation and Athletic Outdoor Complex
- When activity is taking place at the Recreation and Athletic Outdoor Complex (RAO), activity will be stopped and patrons will be advised to leave the area and seek shelter (vehicles, residence halls etc.)
Building Manager
- Begin the lock down procedure for the facility by using the radio to make the following announcement: “Attention Staff – A Lockdown Order has been issued by OUPD, please begin Building Lockdown Procedures.”
- Prop Studio 919 door open to facilitate evacuation to this area (door should be locked so it can be secured by Welcome Center Staff)
- Proceed to the Welcome Center
- Take DCR Cell, turn to vibrate, and take up station in the Graduate Assistant Office
- Verify building evacuation of activity areas by checking off area all clear’s called in by staff (see check-off form in Appendix C).
Welcome Center Attendant
- Notify Manager of Lock Down order via radio
- Lock Front Doors by obtaining the hex key from Fire Extinguisher Box in Hallway
- Take radio
- Evacuate the Main Office Suite to the GA Office; toggle door lock to locked position
- Call “Office Suite Clear” over radio
- Evacuate the Track to Studio 919
- Call “Track Clear” over the radio
- Evacuate Social Lounge to Studio 919
- Take up station in Studio 919, close doors and close blinds (if not already done)
- Wait for instructions from Building Manager
Fitness Center Attendant
- Lock Patio Door
- Take Radio
- Evacuate the fitness center participants to Locker Rooms
- Call “Fitness Center Clear” over radio
- Verify Studio 897 was evacuated by Fitness instructor
- Call “Studio Clear” over radio
- Evacuate 3 Court Gym to Activity Center/Racquetball courts
- Call “3 Court Gym Clear” over the radio
- Take up station in Studio 897 door well across from Activity Center to encourage people not to leave
- Wait for instructions from Building Manager
Service Desk Attendant
- Assist with Rec Gym evacuation
- Take up station in Studio 897 door well across from the Service Desk to encourage people not to leave
- Wait for instructions from Building Manager
Lifeguards
- Take radio
- Lock patio door
- Clear pool
- Gather patrons in Aquatic Classroom, Storage Rooms and/or Locker Rooms
- Remain with the majority of the participants until further instructions from the Building Manager
Intramural/Field Supervisor
- Take radio
- Evacuate the field participants
- Call “Activity on Recreation and Athletic Outdoor Complex (RAO)” over the radio
- Wait for instructions from Building Manager
Note: Wellness Classroom Participants should stay in classroom.
Upon receiving a lockdown directive through one or more of the methods comprising the OU Emergency Alerts Notification System, the following procedures will be implemented:
General Guidelines
All interior doors and rooms of all buildings and facilities shall be locked:
- Golf professional and staff will secure all 5 Clubhouse doors
- Grounds Superintendent will secure all maintenance buildings
- Food service staff will secure the Events Building and Sharf Overlook
During any lockdown process, occupants should be advised to:
- remain calm and quiet
- stay away from windows and doors
- not enter building corridors
- close window treatments
- turn off lights, computer monitors, televisions, and radios
- turn cell phones to vibrate and refrain from using telephones except for emergency notification to the OUPD at (248) 370-3331
- assist persons with disabilities who may be in need
Remain in the room/building, even if a fire alarm has been activated, unless:
- an “all clear” message has been disseminated through the University’s Emergency Notification System
- occupants are in imminent danger
- occupants have first-hand knowledge of a fire that is an imminent threat

Golf customers will be asked to leave the property through signs posted on the clubhouse door, events building door and food service areas.
Upon receiving a lockdown directive through one or more of the methods comprising the OU Emergency Alerts Notification System, the following procedures will be implemented:
General Guidelines
All exterior doors of the Graham Health Center Building Lobby and Environmental Health and Safety Office and all interior doors to the Counseling Center, Health Center and Office shall be locked. Except the exterior door to Environmental Health and Safety which remains locked at all time. In addition, the roll down windows at Counseling and Health Center Reception should be closed and locked.
During any lock down process, occupants should be advised to:
- remain calm and quiet
- stay away from windows and doors
- not enter building corridors
- close window treatments
- turn off lights, computer monitors, televisions and radios
- turn cell phones to vibrate and refrain from using telephones except for emergency notification to the OUPD at (248) 370-3331
- assist persons with disabilities who may be in need

Patients located in the GHC lobby should take cover following the same procedures identified above either within the Health Center or the Counseling Center. The lobby is not suitable shelter for occupants.
Graham Health Center Staff – Duties and Responsibilities
Exterior Doors to GHC lobby should be locked by individual responsible for opening/closing Graham Health Center on a daily basis.
EH&S Staff are responsible for locking exterior entrance to the office.
Health Center and Counseling Center staff are responsible for notifying patients and/or canceling appointments (as feasible).
Employees that are in vehicles (personal or University) are to leave campus and remain off campus until they are notified of an “all clear”.
Upon receiving a lockdown directive through one or more of the methods comprising the OU Emergency Alerts Notification System, the following procedures will be implemented:
General Guidelines
All exterior doors of the building shall be locked.
All interior doors of the building shall be closed.
During any lockdown process, occupants should be advised to:
- remain calm and quiet
- stay away from windows and doors
- not enter building corridors
- close window treatments
- turn off lights, computer monitors, televisions, and radios
- turn cell phones to vibrate and refrain from using telephones except for emergency notification to the OUPD at (248) 370-3331; the OUPD should only be contacted if there is an immediate threat to the John Dodge House
- assist persons with disabilities who may be in need
Remain in the room/building, even if a fire alarm has been activated, unless:
- an “all clear” message has been disseminated through the University’s Emergency Notification System
- occupants are in imminent danger
- occupants have first-hand knowledge of a fire that is an imminent threat
- advised to leave by a uniformed emergency first responder (police, fire, etc.)

John Dodge House Staff - Duties and Responsibilities
Stop all meetings and events in the building.
Move all occupants to the upstairs corridor of the building.
Upon receiving a lockdown directive through one or more of the methods comprising the OU Emergency Alerts Notification System, the following procedures will be implemented:
General Guidelines
All exterior doors of the facility and all interior doors of rooms and offices shall be locked. The inner-vestibule doors of the building shall also be locked.
During any lockdown process, occupants should be advised to:
- remain calm and quiet
- stay away from windows and doors
- not enter building corridors
- close window treatments
- turn off lights, computer monitors, televisions, and radios
- turn cell phones to vibrate and refrain from using telephones except for emergency notification to the OUPD at (248) 370-3331
- assist persons with disabilities who may be in need
Remain in the room/building, even if a fire alarm has been activated, unless:
- an “all clear” message has been disseminated through the University’s Emergency Notification System
- occupants are in imminent danger
- occupants have first-hand knowledge of a fire that is an imminent threat

Kresge Library Staff - Duties and Responsibilities
Stop all meetings and events in the building.
Upon receiving communication that a general lockdown of the campus or a specific lock down of Pawley Hall has been ordered through the OU Emergency Alert Notification System, staff of the Lowry Early Childhood Education Center shall ensure:
- All children and staff outside at the time are directed to move inside the building
- The Center's main entry doors are locked
- Every exterior door of each classroom is locked
- The shades of all exterior windows of all classrooms are pulled down
- All lights and computer monitors are turned off
- All devices that emit sound (televisions, radios, etc.) are turned off
- All cell phones are turned to "vibrate". Occupants should refrain from using telephones except for emergency notification to the OUPD at (248) 370-3331
While in lock down mode, children and staff will be advised to:
- Remain calm and quiet to the degree possible
- Stay away from windows and doors
Remain in the room/building, even if a fire alarm has been activated, unless:
- an “all clear” message has been disseminated through the University’s Emergency Notification System
- occupants are in imminent danger
- occupants have first hand knowledge of a fire that is an imminent threat
- advised to leave by a uniformed emergency first responder (police, fire, etc.)
No one should attempt to physically restrain any person who demands to be allowed to leave a locked down room or facility.
Upon receiving official communication that the lock down has been lifted, staff may re-open the facility.
Upon receiving a lockdown directive through one or more of the methods comprising the OU Emergency Alerts Notification System, the following procedures will be implemented:
General Guidelines
Assemble all occupants to the shelter location.
- Assess location of all occupants, including those that may be in the tent or on the terrace, and direct them to assemble in the lower level away from windows.
- Assist those with special needs.
- Lock exterior doors of the building, close first-floor windows.
During any lockdown process, occupants should be advised to:
- remain calm and quiet
- turn cell phones to the vibrate mode
- refrain from using the telephone except for emergency notification to the OUPD at (248) 370-3331
Remain in the shelter area, even if a fire alarm has been activated, unless:
- an “all clear” message has been disseminated through the University’s Emergency Notification System
- occupants are in imminent danger
- occupants have first-hand knowledge of a fire that is an imminent threat
- advised to leave by a uniformed emergency first responder (police, fire, etc.)
No one should attempt to physically restrain any person who demands to be allowed to leave a locked down room or facility.
Staff Responsibilities - Normal Business Hours
Upon notification from the Emergency Notification System, the designee will notify remaining staff through the phone paging system that lockdown procedures are in effect.
Event Managers will assist in moving guests to the shelter area in the Lower Level (Fountain Room, Undercroft, Games Room, service corridor).
Facility Operations Staff will be stationed at the exterior doors (front door, Loggia doors, Sun Porch, Breakfast Room) ready to lock once guests who are outside have entered the building.
Staff Responsibilities - Evening and Weekend Hours
OUPD will notify front desk (x 6202).
Evening Receptionist/Evening Houseman will notify the event manager on duty and catering staff that lock-down procedures are in effect and secure exterior doors once guests who are outside have entered the building. Exterior doors will include: front door, Breakfast Room door, Loggia doors, and Sun Porch doors.
Event Manager on Duty and Catering Staff will assist in moving guests to the shelter area and give instructions to guests as listed above.
Upon receiving a lockdown directive through one or more of the methods comprising the OU Emergency Alerts Notification System, the following procedures will be implemented:

During any lock down process, occupants should be advised to:

Oakland Center Staff - Duties and Responsibilities
Oakland Center Administration will ensure that custodial staff is notified by two-way radio to initiate lockdown procedures, including:
- Lock all entrance doors
- Close overhead loading dock doors
- Secure trash compactor door
Oakland Center Administration will ensure that the Identification Card Operations Office is notified to initiate lock down procedures, including:
- Turn off entrance door electronic card access
Oakland Center Administration will ensure that Chartwell’s Management is notified to initiate lock down procedures, including:
- Close food court retail operation
- Turn off kitchen cooking equipment
Oakland Center Administration will ensure management of the following locations are notified to initiate lockdown procedures and cease operations:
- Credit Union
- Bookstore
- Grizz Express
- Bumpers Game Room
- Café O’ Bears
Oakland Center Administration will place staff members near exit areas (but out of sight from the exterior of the building) of the 1st floor to ask patrons to remain in the Oakland Center.
Oakland Center Administration will ensure that patrons of all event activities are notified of the lockdown directive. All event activities will cease.
Depending on the circumstances of each incident, Oakland Center Administration will determine the most appropriate location in the center to shelter occupants.
Upon receiving a lockdown directive through one or more of the methods comprising the OU Emergency Alerts Notification System, the following procedures will be implemented:
General Guidelines - All Residential Buildings and Facilities
All exterior doors of residential buildings and all interior doors of rooms and facilities shall be locked.
During any lockdown process, occupants should be advised to:
- remain calm and quiet
- stay away from windows and doors
- not enter building corridors
- close window treatments
- turn off lights, computer monitors, televisions, and radios
- turn cell phones to vibrate and refrain from using telephones except for emergency notification to the OUPD at (248) 370-3331
- assist persons with disabilities who may be in need
Remain in the room/building, even if a fire alarm has been activated, unless:
- an “all clear” message has been disseminated through the University’s Emergency Notification System
- occupants are in imminent danger

Student workers within the building (Resident Assistant, Desk staff, Nightwatch, Computer lab, etc.) should take cover following the same procedures identified above.
Lockdown Directives Issued During Normal Office Hours
Staff will notify all Residence Directors, RAs, Desk, Nightwatch, custodial and maintenance personnel to inform them to notify residents that a lockdown directive has been issued and to follow procedures. Staff should not attempt to go outside to another building.
Lockdown Directives Issued Outside of Normal Office Hours
The Residence Director, Nightwatch, Desk and/or available RAs will start individual attempts to notify staff in other buildings, apartments, cottages and occupants residing in the building they are assigned.
The Residence Director (RD) will notify the Assistant Director of Residence Life, Sandra Alef. If the Assistant Director is not available, the RD On Duty will try to contact other staff until a professional staff member has been informed.
Annual Distributions and Reviews
Annually, members of the University Housing Department, along with professional staff and other offices located within Housing facilities, will receive a copy of these procedures. A copy of the procedures will also be included in the University Housing Student’s Handbook and staff manual and reviewed as part of student staff training. The distribution and review of these procedures is designed to coincide with the annual fall opening of residential halls. Distribution is the responsibility of the Director of University Housing and the Assistant Director of Residence Life.
